Unfortunately the image doesn’t show the wasps clearly enough for identification beyond Genus-level.

2nd photo shows a clear view of the abdomen & there’s a reasonably clear-enough photo of one wasp facing the camera in the 3rd photo to see the detail on mesoscutum so I can rule-out Polistes dominula & verify this as Polistes chinensis.

This photo is a bit tricky to see enough abdomen & thorax detail to distinguish between Polistes humilis ssp. humilis vs Polistes erythrinus. Given none of them appear to have a dark supra-clypeal plate I would think this can conclusively rule-out Polistes erythrinus, so I have verified as Polistes humilis.
