Edit: changed my mind - this is the egg sac of Tamopsis sp. Aka Two-tailed spider.
I believe this is the egg sac of a Mimetidae (Pirate Spider), I've not seen one without the "fuzz" covering it before, but I don't know another spider that crestes an egg sac like this.
