I agree it is Banksia collina. Based on: B. collina is differentiated from B. spinulosa by having longer and wider leaves which are regularly toothed. The leaves are also flat rather than having their margins turned in towards the underside (recurved) which obscures the lower surface
Also a species list has been compiled by a botanist in this area and Banksia collina is listed as present (not B.spinulosa)
